Donald has clarified somewhere on the forum that those are dried rays that have been manicured/modified to look like monsters, and are sold as curiosities.  He said they are called Jenny Hanivers.  It's confusing though because it hasn't always been clarified when people still think those are vril 1 lizards.  Don did say, I believe, that there is some similarity.  They are shovelnose rays, also called guitar fish and other names.  You can also see images of them by Googling dried devil fish or garadiabolos.

Great find Noussanim...I don't know anything about who is a vril host, a handler, etc.?....  I did not know that DM had said hair down the forehead hints at vril hosts.  It reminds me of the Barbie doll precursor, which was called the Bild Lilli doll.  It was based on a German comic strip character.  I believe the doll was created to be sold in tobacco shops as a men's joke gift.
